Research of City DSD materials for this page found no citywide mandatory soft-story retrofit ordinance analogous to Los Angeles.

That matters for homeowners who read national “soft-story deadline” headlines: San Diego’s soft-story path is voluntary under current City materials, unless another trigger applies (for example, a substantial remodel that invokes Existing Building Code lateral evaluation). Always re-check Development Services before treating ordinance status as permanent—laws can change.

Separately, the City retains mandatory regulations for wall anchorage and parapet bracing for qualifying unreinforced masonry bearing-wall buildings. That URM topic is distinct from typical wood-frame brace-and-bolt work.

Four homeowner retrofit categories

Who typically needs Chapter A3 work?

Chapter A3’s purpose is to reduce earthquake damage risk with prescriptive minimums. The code text itself is clear: these measures will not necessarily prevent damage.

Typical work includes:

  • Anchor bolts or foundation plates through the sill into concrete
  • Plywood/OSB bracing of exterior cripple walls
  • Specified load-path connectors

Prescriptive limits matter. The full prescriptive path generally applies when conditions fit the chapter (including, among other limits, cripple walls typically ≤4 feet).
